Pandemic Recovery Reporting

Covered funds are federal funds that were primarily appropriated for the Coronavirus response, recovery efforts and related activities through one of the following acts:

• The Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (Public Law 116-123).
• The Families First Coronavirus Response Act (Public Law 116-127).
• The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) (Public Law 116-136).
• The Paycheck Protection Program and Health Care Enhancement Act (Public Law 116-139).
• The Consolidated Appropriations Act, 2021 (Public Law 116-260).
• The American Rescue Plan Act, 2021 (ARP Act) (Public Law 117-2).

The Coronavirus Relief Fund (CRF) was $150 billion fund established by section 5001 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. As part of the CRF, the State of Iowa received a $1.25 billion award from the U.S. Department of the Treasury on April 20, 2020. Generally, the funds were intended to address medical and public health needs in direct response to the public health emergency, provide economic support to those suffering from employment or business interruptions due to COVID-19-related business closures, improve telework capabilities for public employees, and facilitate distance learning and technological improvements related to school closings. Use of these must be authorized by the Governor.

The Coronavirus State and Local Fiscal Recovery Fund (SLFRF) is part of a $350 billion fund created by the American Rescue Plan (ARP) Act to provide funding to state, local, territorial, and tribal governents. Generally, the funds are intended to support public health expenditures, address the negative economic impacts caused by the public health emergency, replace lost public sector revenue, provide premium pay for essential workers, and invest in water, sewer and broadband infrastructure. The State of Iowa was allocated $1.48 billion.
